It is water-repellent, not waterproof. The shell beads light rain and snow and resists stains, which covers the walk from the door to the car or across a car park. It is not rated for standing out in sustained heavy rain, and we would rather say so.
The maker rates it for comfort between 14°F and 32°F. In practice the shearling lining does most of that work, so how you layer underneath will move the bottom of that range either way.
